Chinese Investors Visit Keta Port Site to Explore Ultramodern Oil Refinery Project

Togbi Afede XIV, the Agbogbomefia of Asogli State, and Mr James Gunu, Volta Regional Minister, have led a high-level delegation of investors from China on a strategic visit to the proposed Keta Port site, in a move aimed at unlocking long-term industrial and economic investment opportunities in the Volta Region.
The visit formed part of efforts to assess the feasibility of establishing an ultramodern oil refinery in the Keta area, a project that is expected to significantly redefine the economic and industrial landscape of the coastal enclave and the wider Volta Region. Beyond the refinery, the delegation also explored prospects within the petrochemical industry, particularly in view of the hydrocarbon potentials of the Keta and Volta basins.
The delegation was received by some traditional authorities in the area and key government officials, including Mr Wisdom Seade, Municipal Chief Executive for Keta, Mr Kwame Dzudzorli Gakpe, Member of Parliament for Keta, Togbi Tenge Dzokoto Gligui VII, Dufia of Anyako, Togbi Kadzahlo Dzrabese IV, Dufia of Anlo-Afiadenyigba, Togbi James-Ocloo V, Dufia of Keta, among other traditional leaders and politicians
Discussions are anchored on leveraging the hydrocarbon prospects of the Keta and Volta basins to drive industrial growth, job creation, and sustainable development for our people.
In addressing the gathering, Togbe Afede indicated his commitment to working closely with the government, traditional authorities, and investors to translate the national vision of development into tangible benefits at the local level.
“Sustainable development flourishes where traditional authority, political leadership, investors, and the youth act in unity and with a shared sense of purpose,” Togbi said
According to him, the engagement with the Chinese investors goes beyond infrastructure development and capital inflows. He explained that the proposed projects are intended to create employment, stimulate industrial growth, and open up new economic pathways that will empower communities and improve living standards across the Volta Region. Togbe Afede further pledged to continue championing strategic partnerships and high-impact development initiatives that will position the region as a hub for industrial excellence.
He expressed optimism that with sustained collaboration, clear vision, and unity of purpose, the Volta Region and Ghana as a whole will experience accelerated development, leading to improved livelihoods and greater socio-economic wellbeing for citizens.
Torgbui Tenge Dzokoto Gligui VII highlighted the importance of youth readiness in anticipation of the opportunities expected to arise from the proposed industrial projects.
Speaking to Veritas News, Togbi Tenge called on the youth to embrace discipline, skills acquisition, and capacity building to enable them to take full advantage of the employment and entrepreneurial prospects that large-scale investments such as the refinery and petrochemical ventures are likely to generate.

The visit by the Chinese investors to the proposed Keta Harbour Site is being viewed as a significant step towards attracting large-scale foreign direct investment into the Volta Region, with stakeholders expressing hope that the engagement will translate into concrete projects capable of transforming the local economy and contributing to Ghana’s broader industrialisation agenda.
